The wind or current force used for the engineering feasibility is obtained by the following equation.

In case of wind, wind heeling moment due to wind force can be obtained by the product of the wind force and lever, namely;

On the other hand, as a counter moment against the wind heeling moment, the restoring moment due to buoyancy of floating structure can be calculated by the following equation.

For barge type structure in rectangular shape

The wind heeling moment and the restoring moment are balanced at the inclined condition with the angle φ.   In another word, angle φ due to the wind can be obtained from the calculation by solving both equations of wind heeling and restoring moments.
